The traditional methods of teaching organic chemistry laboratories do not seem to effectively promote content retention, communication skills, or valuable soft skills. The purpose of this convergent triangulation mixed-methods, scholarship of teaching and learning action research study was to differentiate the impact of expository laboratory experiences and guided inquiry laboratory experiences on college students' perceptions of their knowledge and understanding, communication skills, and confidence levels related to organic chemistry. The overarching questions answered by this research study were (1) how do expository laboratory experiences impact college students' perceptions of their knowledge and understanding, communication skills, and confidence levels related to organic chemistry? And (2) How do guided inquiry laboratory experiences impact college students' perceptions of their knowledge and understanding, communication skills, and confidence levels related to organic chemistry? Students in the study completed a pre- and post- course survey, semi-structured interviews, oral and written laboratory reports, and a soft skills survey. The findings of this study revealed that students' perceptions of their knowledge and understanding increased as well as their persistence, motivation, and confidence levels much more as a result of the guided inquiry instruction when compared with the traditional, expository method of instruction. The findings from this study suggest that educators can deviate from traditional laboratory instruction to help students foster deeper, more meaningful connections while also nurturing critical transferable soft skills.

Four deans of instruction in small, rural junior colleges and four deans of instruction in large, urban junior colleges were interviewed, and faculty members from the small junior colleges were surveyed, in order to ascertain their opinions regarding faculty development procedures. It was found that: (1) deans felt in-service workshops to be essential while faculty were generally unconvinced as to the usefulness of such workshops; (2) consultants were felt to be useful by both deans and faculty; (3) varying methods of faculty evaluation were used, and in the small colleges the deans played a personal role in the evaluation process while in the large colleges where evaluation procedures were more systematic the deans' role was less important; (4) deans in small colleges tended to favor faculty exchange programs while deans in large colleges had reservations as to the utility of such a practice; (5) tangible recognition for teaching excellence or outstanding service was almost unanimously approved by both faculty and deans; (6) faculty and deans approved of community involvement/service as a means of faculty development; and (7) overall, while there was no great difference in the opinions of faculty members and deans' perceptions as to the deans' role in the faculty development process, there seemed to be a nominal breakdown in communications resulting in some unnecessary misunderstandings. The purposes of this study were to determine (1) the usefulness of ACT composite scores in assessing and predicting achievement and attrition of disadvantaged and regular freshmen at the University of Nebraska at Omaha during the 1972-73 academic year, and (2) the effectiveness of a special program in keeping low income students in school during their freshman year. Factors considered were: ACT scores, college grades, race, sex, socioeconomic status, financial aid, and employment. It was found that ACT scores were effective predictors of college grades among white students, but not among black students, regardless of income level. ACT scores were also effective predictors of attrition/persistence only among regular students in large samples, college grades being more potent for this purpose. The special program appeared more successful than the regular program in preventing attrition, especially among men and blacks; and receiving financial aid was better than not receiving financial aid. The study compared the relationship of the contract plan of student evaluation and a traditional type of evaluation, for changes in knowledge and attitudes during a college course in ecological relationships. The Syracuse Environmental Awareness Test was used to measure both cognitive and affective changes. In the experimental group the contract plan of evaluation was utilized. Subjects were evaluated on the number of course objectives which were completed satisfactorily. In the control group, a traditional type of student evaluation was used. The students were evaluated on the scores they received on three examinations. Although there was no statistically significant difference between the two groups when compared, there were several factors which gave credence to the hypothesis that the traditional method was superior to the contract method. First, there was a significant increase in cognitive knowledge for the control group between the pretest and the posttest, while in the experimental group there was no significant increase. Second, the experimental group had a larger percentage of Health Science majors than did the control group. If it is valid to assume that Health Science majors would be more highly motivated to do well in a course in their major field of study; then the experimental group should have demonstrated greater increases in cognitive and affective behavior. To answer the need for more black teachers and administrators in institutions of higher education, Federal City College (FCC) and Virginia Polytechnic Institute and State University (VPI & SU) planned and implemented a cooperative program to provide advanced graduate training to faculty and staff at FCC leading to the Doctor of Education degree. The program enabled faculty and staff unable to take a leave of absence to maintain their present position while participating in the program. Although each participant's plan of studies was individualized, certain elements of the program were shared: (1) a professional core of seminars and laboratory studies in higher education; (2) a series of institutes, tutorials, conferences, externships, and discussions with outside experts, agency heads, and other personnel; and (3) formal training in doctoral-level research and evaluation activities, including the design and outline of a dissertation. As a basis for designing the individual plans of study and research, each participant was required to pass a qualifying examination early in the program. Upon successful completion of the individual plan of study, exclusive of the dissertation, some students elected to receive a certificate of Advanced Graduate Studies and terminated their participation at that point. The program was termed a success by both the participants from FCC and the VPI & SU staff. (MM)

In a landscape where Generative AI is becoming increasingly influential across various sectors, its role and impact in educational settings, particularly from the viewpoint of undergraduate students, becomes essential to explore. This paper delves into the perceptions of students regarding the integration of GenAI tools like Claude AI in a college writing course. The aim is to utilize AI to enhance the processes of drafting and revising written work. This study examines how students perceive the utility and educational implications of AI in writing. Their feedback indicates a positive engagement with AI, providing critical insights into its potential and limitations and highlighting its role in enhancing the quality of writing and equipping students for an AI-driven future.

Research for Action (RFA) in partnership with the University of Texas at Austin is engaged in a five-year mixed-methods study of the reforms associated with California AB 705. Over the course of the study, our team will assess the implementation, impact, and cost effectiveness of reforms associated with the law. This report first offers a descriptive quantitative analysis of short-term outcome (enrollment and completion) trends in math and English at the state level. This descriptive analysis examines the relationship between AB 705 and course enrollment and completion, which will serve as the basis for the quasi-experimental study in subsequent project years. The second part of the report presents findings from institutional site visits aimed at understanding how institutions have implemented the reforms, who is involved in implementation, and how implementation is experienced by students.

High-quality, stable child care and early education (CCEE) can have lasting, positive impacts on children. However, there are ongoing challenges in recruiting, supporting, and retaining a qualified, stable CCEE workforce that provides high-quality care. CCEE educators typically have low levels of compensation; limited opportunities for education, training, and professional development; inconsistent working conditions; and high levels of stress and burnout. There are also high rates of job turnover, which can diminish the quality of care by straining remaining educators. The COVID-19 pandemic has exacerbated these issues. While several states and localities are taking steps to build and stabilize their CCEE workforce, important questions remain about how to best strengthen the workforce to meet the needs of children and families, particularly those who experience poverty or who are racially, ethnically, and linguistically diverse. The "Building and Sustaining the Child Care and Early Education Workforce" (BASE) project team completed a literature review and an environmental scan that were designed to identify and document existing knowledge about the CCEE workforce and develop strategies to strengthen it. The literature review synthesized research on factors that shape CCEE workforce dynamics, defined here as how educators enter, advance in, and exit out of different roles, settings, and types of care. The literature review predominantly focused on studies conducted between 2017 and 2021 and examined the effectiveness of strategies that were implemented to build a sustained, qualified workforce. The environmental scan identified and reviewed the range of strategies currently being used across the country to build, advance, and sustain the CCEE workforce. The team also completed a data scan that assessed the strengths and weaknesses of several potential data sources that could be used to examine workforce dynamics and address key gaps in existing research.

The American Institutes for Research® (AIR®) partnered with Girls Who Code (GWC) to conduct an independent study evaluating the effectiveness of two GWC summer virtual programs, the Summer Immersion Program (SIP) and the Self-Paced Program (SPP), on promoting the pursuit of Computer Science (CS)-related postsecondary education for high school female and non-binary students. Employing a quasi-experimental design with inverse propensity score weighting technique, this study compared SIP and SPP participants with similar students who were waitlisted on the likelihood of majoring in a CS-related field. By analyzing publicly available National Student Clearinghouse data and GWC program records for the years 2020--2022, the study yielded two key findings. First, on average, both SIP and SPP participants were significantly more likely to major in a CS-related field (by 13.2 percentage points and 11.5 percentage points, respectively) than comparison students. Second, both SIP and SPP consistently demonstrated positive effects on majoring in a CS-related field across most of the student groups examined, including White, Black or African American, and Hispanic or Latinx students; students who are historically underrepresented in computing; and students with little to no prior CS knowledge. To enhance program outcomes, the study proposed to recommendations: (a) exploring supplementary feedback mechanisms to gather insights from participants, including program exit interviews, focus groups and long-term alumni surveys; and (b) establishing a comprehensive evaluation system to track the program's impact on various outcomes by including additional mid-term outcomes, such as enrollment in CS-related Advanced Placement courses and successful completion of these courses. This paper includes appendices detailing the technical aspects of the study and additional findings from In-Person SIP summer programs and a pilot program previously implemented by GWC before the introduction of the virtual programs.

Creating a strong clinical practice experience for every teacher at scale requires that three core actors--prep programs, school districts, and states--work together. This framework sets out the six focus areas of clinical practice backed by research and supported by the field as the most important to build a quality clinical practice experience. It further identifies the actions that these core actors can take in each area. Based on survey responses of hundreds of practitioners from teacher prep programs and school districts, the authors learned that while their programs have much to be proud of, they also recognize that they are missing opportunities to deliver an exceptional clinical practice experience. This framework can help the core actors identify the aspects of their clinical practice programs that are already aligned with the evidence and illuminate opportunities to improve.

The guided pathways model, comprising 14 different practices, is a framework for comprehensive, whole-college reform undertaken by community colleges to help all students choose, enter, progress through, and complete a program of study that enables them to secure sustaining-wage employment or transfer with junior standing in a major. Since its introduction in 2015, it has been adopted by hundreds of community colleges across the United States. This paper asks whether guided pathways practices implemented at 62 community and technical colleges in three states--Tennessee, Ohio, and Washington--are associated with improvements in student outcomes during the first year of college. Specifically, using institutional survey and rich administrative data, we construct measures of adoption of guided pathways reforms to examine the association between guided pathways practices and fall-to-fall persistence, college credits earned, college math credits earned, and STEM credits earned. Our study reveals substantial variation in the adoption of guided pathways reforms across the states and across community colleges within the states over time. While we cannot establish a causal relationship between guided pathways adoption and student outcomes, we find significant positive associations between the statewide adoption of guided pathways reforms and early student outcomes in Tennessee. The observed improvements in that state are likely the result of concurrent reforms--guided pathways and others--implemented simultaneously, rather than of guided pathways reforms alone. We do not find evidence of improved student outcomes in either Ohio or Washington following the launch of statewide guided pathways initiatives. Our findings suggest that complementarities among adopted practices within and across areas of practice--rather than the adoption of individual practices or the intensity of adoption--seem to drive larger improvements in early academic success across the three states. Our study is the first of its kind to explore the potential of guided pathways reforms in contributing to improved early academic success, representing a significant descriptive contribution given that whole-college reforms in higher education are understudied.

CCRC recently conducted two major studies to shed light on the feasibility of implementing guided pathways reforms at scale and on the association between implementation and improvements in student outcomes. The first is an evaluation of the AACC Pathways Project, which involved 30 colleges from around the country that were committed to making guided pathways reforms, and the second is an evaluation of guided pathways implementation in three states--Ohio, Tennessee, and Washington State--that launched initiatives to assist colleges across their systems--70 institutions in total--to adopt reforms. This brief summarizes the results of these studies. One of the main findings is that whole-college reform is feasible but takes time--at least five years--to carry out. The authors also find that there is a positive relationship between the scaled implementation of complementary sets of guided pathways practices and some measures of early student momentum in AACC Pathways colleges that made the most progress in implementing guided pathways reforms and in one state (Tennessee) that got an early start on reforms and made good progress; in places that made less progress, the association is weak or not evident. A third major finding is that while students from all backgrounds may benefit from guided pathways reforms, these reforms are not sufficient to close equity gaps between racial and ethnic groups. The authors conclude with five recommendations for community colleges undertaking guided pathways reforms: (1) Offer ongoing case-managed advising by field, predictable schedules, and other supports to help students complete their plans; (2) Remove the obstacle to student success created by prerequisite remediation, particularly in math, and integrate support for students to master college-level courses in their field of study; (3) Take steps to strengthen teaching and learning in program gateway courses, not just math and English composition; (4) Extend tailored guided pathways supports for students from underserved groups; and (5) Build on-ramps to career-path college degree programs for underserved K-12 students after high school.

Efforts to strengthen the pipeline to college degree completion have focused on improving college access and providing academic, social, and financial supports to students post-enrollment. This paper explores one facet of postsecondary education that has served as a barrier to both college access and success--developmental education--which has proven to exacerbate racial inequities in academic progress in higher education and has effectively decreased college access for low-income students and students of color. After more than a decade of trying to tackle the developmental education problem indirectly through basic skills-related initiatives, task forces, and success initiatives, the California state legislature passed Assembly Bill 705 (AB705) in 2017, which directed colleges to replace standardized placement tests with multiple measures of high school performance to determine college readiness. In this paper, the authors describe the research that prompted developmental education reform approaches nationally and in California, describe the efforts in California that led to the passing of AB705, and summarize research on its implementation and outcomes. Building on analysis of the research, the paper concludes with five key practice and policy recommendations for California community college leaders as they move toward realizing a civil rights agenda for college access and success in the next 25 years: (1) Address faculty and practitioners' beliefs; (2) Move from structural to instructional reform; (3) Improve data accessibility, reporting, and accountability; (4) Expand equitable college access opportunities for students in high school; and (5) Address barriers facing English learners.

This brief examines how specific college affordability policies and practices at the federal, state, and institutional levels can be strengthened to close racial equity gaps in college affordability and completion and to support widespread diversity and representation in higher education. By increasing access to financial aid and shifting the way colleges and universities equitably award and disburse funds, we can leverage financial aid as a marketing, recruitment, enrollment, and retainment tool for both low-income and minoritized students, and to counteract the chilling effect of the Supreme Court of the United States (SCOTUS) decision curtailing the use of race-conscious admissions in higher education. Socio-economic status is not a perfect proxy for race, but affordability policies are a critical lever for equity, given that Latinx, Black, Native Hawaiians and Pacific Islanders (NHPI), and American Indian and Alaska Native (AIAN) students receive multiple forms of grant aid at higher percentages than their white counterparts. The recommendations made in this paper will help close racial/ethnic and economic equity gaps in higher education without violating the SCOTUS decision. Multiple measures assessment (MMA) is an alternative placement system that involves the consideration of alternative measures of students' performance--such as high school grades or GPA--in addition to or in place of standardized test scores to better place students. While the evidence for MMA is strong, placement reform has yet to spread to many colleges and states. Moreover, despite growing support for MMA, many colleges may not be implementing the most promising MMA systems, and some may shift back to standardized testing in the post-pandemic environment. CAPR has sought to assist colleges and states nationwide with the adoption and implementation of MMA practices that place more students--and allow more students to be successful--in college-level courses. As part of these efforts, CAPR worked with colleges in Arkansas and Texas to adopt and expand MMA. The findings in this report are derived from interviews with personnel from 12 two- and four-year public colleges in those states that went through considerable effort to improve their placement systems and to make them sustainable on a large scale. The study focused on three questions: What was the design of the MMA system at each college? How were colleges adopting MMA practices and what were key facilitators and hindrances? And what was the average cost of implementation? The authors found that adoption of MMA at each study college required collaboration among institutional leaders, administrators, faculty members, and advisors. The report highlights the roles of key actors in the adoption of MMA and the important role that state context and policies played in implementation. It also describes challenges that colleges had to overcome during implementation, such as obtaining staff buy-in, managing student data, and ensuring sufficient staffing.

Although more Latinos are entering the STEM workforce, they continue to be underrepresented in high-salary STEM occupations. To ensure America's future, institutions and STEM employers must both play an active role in preparing, selecting, and sourcing Latino talent for a global economy. Excelencia's research demonstrates that select institutions are investing in the recruitment, development, and completion of Latino talent and STEM employers have opportunities to strengthen their workforce. To bridge this gap, Excelencia has analyzed national datasets to connect STEM employers with institutions that are graduating and preparing Latinos for the workforce. This brief identifies the top institutions graduating Latinos (2019-20) in STEM from certificates to the doctorate level. These top 25 institutions are meeting the nation's economic needs by intentionally serving Latino students and producing Latino talent. This brief also highlights institutions and their intentional efforts to support post-completion success by providing educational credentials needed to support the current and future STEM workforce.

The STEM Transfer Partnership (STP) initiative seeks to create systemic change within STEM degree pathways in Washington through collaboration between teams of faculty and staff from nine pairs of two-year and four-year institutions across the state. These teams are supported by Community College Research Initiatives (CCRI) to work together to improve STEM transfer processes by serving as institutional context experts and determining the focus of their efforts (see Cate et al., 2022 for more details). STP teams have worked within institutional pairs for eighteen months to understand and dismantle obstacles to low-income STEM transfer students' bachelor's degree completion. This brief examines into the factors propelling their change and also highlights the tangible strides made by STP teams in their pursuit of fostering positive transformations.

Determining whether a state's young people are on track for a life of opportunity is a difficult task for governors and state leaders. States can be both awash in data and unable to easily access and use that data to inform policy. State longitudinal data systems that meaningfully connect workforce, higher education, K-12, and early childhood outcome data from multiple state agencies over time are foundational to strong decision-making by state leaders. State leaders are charged with determining how to advance educational and workforce opportunities, particularly for historically underserved populations, including rural students, students living in poverty, English-language learners, and students of color. Policymakers need reliable, relevant, and transparent data from PK-12 to the workforce to inform decisions and allocate resources. Researchers need access to data to assess current conditions and to identify possible solutions. Finally, the public -- including parents -- needs easily accessible, user-friendly information about readiness and opportunity for young people in the state. Well-governed and well-structured state longitudinal data systems can help. Today, most states have disparate data systems that are functionally siloed off by education level, like early childhood or K-12 or higher education. Meaningfully connected and well-governed data systems make it easier to see the relationships between metrics like early-grade reading scores, high school graduation, and wage data. Disaggregated outcome data about the youngest learners up to young adults provide invaluable insights to policymakers, researchers, and parents. This report examines how state leaders should prioritize state longitudinal data systems in legislation and policymaking.

Graduates of special education teacher education programs can teach in a range of special education settings, raising the potential that their training can occur in very different settings than where they find their first jobs. We follow 263 completers of Moderate Disabilities programs in Massachusetts from their field placements to their early-career teaching positions and study the characteristics of their field placements and the degree to which these are aligned with their early-career teaching positions. We also assess the degree to which alignment is associated with early-career teacher turnover. We found that many of these teachers student-taught in an inclusive setting but were hired into a self-contained special education setting and vice versa, and teachers who experienced this misalignment were more likely to leave the workforce early in their careers. Teachers who student taught with a supervising practitioner without a special education license were also more likely to leave early. Findings suggest that teachers training to educate students with learning disabilities should student teach in a setting that is aligned with where they are likely to be hired, and with a supervising practitioner who is trained in special education.

The i3 Fund intentionally awarded different types of grants either to develop and test new, innovative but as-yet-unproven strategies or to learn more about the circumstances under which previously tested strategies are effective. Grantees were required to fund independent evaluations that would meet high standards for quality. This report examines the quality and findings of the 148 i3 grants with completed evaluations and provides information about the focus of the strategies those grantees tested.

Postsecondary education leaders are eager for reliable data to strategically plan for the next year through the next decade, and WICHE's projections of high school graduates are among the most relied upon sources. As WICHE has reported several times since the pandemic began, the disruption to student populations was illustrated with the shift of students previously enrolled in public education to other learning environments. Now, four years later, evidence is amassing that other previously stable factors, such as average annual learning patterns and where families enroll their students, have become less predictable for education, as well as workforce pipeline planning. With this brief, WICHE reviews how the evident K-12 learning impacts might affect projections of high school graduates. Even if enrollments appear to stabilize after pandemic lows, declines in elementary and secondary school learning and proficiency may present additional future challenges for postsecondary education.

This brief examines which students in the Houston Independent School District (HISD) are more likely to earn the STEM endorsement and whether STEM endorsement completion predicts college enrollment. Analyses show that gender, STEM magnet program enrollment, and cumulative high school grade point average (GPA) predict STEM endorsement completion. While STEM endorsement completion is associated with college choice, the relationship appears to be explained by academic performance measures, particularly SAT scores and GPA. In fact, if STEM and non-STEM students had the same test scores and grades, college enrollment gaps at 2-year-or-less; 4-year, less-selective; and 4-year, more-selective institutions would reduce. Overall, the findings suggest that the STEM endorsement functions, by design or coincidence, as a funneling mechanism for high-performing students into more-selective colleges and universities.

A bachelor's degree is increasingly necessary for securing a job that pays a family-supporting wage, yet while most community college students aspire to transfer and complete a bachelor's degree, too few make it through to this goal. As is clear from the companion report on community college transfer outcomes, some responsibility for this lies with community colleges. But four-year institutions--which tend to have more financial resources to invest in student success--also need to do more to serve students who transfer from community colleges. These students make up a substantial proportion of four-year enrollments and tend to be more diverse in terms of family income, race, and age than students who start college at a four-year institution. Yet, as this report shows, although more than 80% of community college transfer students are retained into their second year, only about half complete a bachelor's degree within four years after transferring, and completion rates are even lower for low-income, Black, Native American, and older students. This report, which provides first-of-its-kind data on four-year institution outcomes for community college transfer students, is designed to be used by university and state-system leaders to set clear goals for eliminating disparities and expanding transfer opportunity for all students who start at a community college with the dream of earning a bachelor's degree. The analysis in this report offers insights into how effective four-year institutions are in enrolling and supporting community college transfer students. Using data on students who entered four-year institutions in 2015-16, we report on the prevalence of transfer, the retention and bachelor's completion outcomes of community college transfer students, and the extent to which they are represented among graduates in various majors. We disaggregate findings and examine differential outcomes for low-income, Black, Hispanic, and older students (those 25 years old or older). The analysis in this report offers several insights into whether transfer pathways from community colleges to four-year institutions are effective for all students. We discuss overall transfer rates and bachelor's completion rates of the 2015 entering cohort of community college students, and further investigate disparities in outcomes for low-income, Black, Hispanic, and older students (students 25 years or older) in comparison to national averages. We also provide a state-by-state look at these outcomes. In a companion report, "Tracking Transfer: Four-Year Institutional Effectiveness in Broadening Bachelor's Degree Attainment," we examine what happens to community college students after transferring to a four-year institution by reporting disaggregated measures on the enrollment, retention, and bachelor's completion outcomes of transfer students in the 2015 four-year entering cohort. The number and availability of service-contingent loan forgiveness and loan repayment programs have expanded considerably since the establishment of the first major federal loan forgiveness program under the National Defense Education Act of 1958. This report provides information on federally authorized service-contingent student loan forgiveness and repayment programs in two tables. Table 1 lists programs that were operational on or after October 1, 2021. Table 2 lists such programs that were previously operational prior to October 1, 2021; that were never active; or for which program information is unavailable. Both tables contain the following information: (1) program name; (2) statutory citation; (3) administering agency; (4) qualifying service required of program participants; (5) maximum amount of benefits program participants can receive; (6) most recently available data regarding the amount of funds appropriated for the program or the amount of benefits awarded under the program; and (7) resources for additional information.

Student-parents face unique postsecondary persistence and completion challenges as they balance raising children with the demands of coursework and possibly employment. To help low-income student-parents earn degrees and credentials, the federal government provides Child Care Access Means Parents in School (CCAMPIS) grants to institutions of higher educations (IHEs). CCAMPIS grants support or establish campus-based child care services that primarily serve the needs of low-income students. CCAMPIS was first funded in FY1999 after enactment of the Higher Education Amendments of 1998 (P.L. 105-244). This report briefly describes the postsecondary undergraduate student-parent population and their dependent care costs. It then provides an explanation of CCAMPIS eligibility and program requirements. This is followed by a summary of program appropriations trends, program outcome data, and recent congressional proposals to reauthorize and modify the program. The Maine Community College System provides this letter in accordance with 20-A MRSA §10013. This law requires the Maine Community College System (MCCS), University of Maine System (UMS), and Maine Maritime Academy (MMA) to provide the following information about first-generation college students by January 15th of each year: (1) Data regarding enrollment of first-generation college students and educational outcomes, including graduation rates for first-generation college students compared with other college students; (2) A summary of strategies used, and activities undertaken to increase enrollment and graduation rates of first-generation college students and any available data indicating the effect of those strategies and activities; and (3) Plans for or recommendations regarding new strategies or actions designed to increase enrollment and graduation rates of first-generation college students. To meet the requirements of the legislation, MCCS worked with the University of Maine System and Maine Maritime Academy to coordinate data collection and reporting to promote a common framework for determining enrollment and educational outcomes of first-generation college students. Additionally, the three institutions agreed that for the purpose of this report, a first-generation student would be defined as one with neither parent having completed a college degree. Each institution determined the level of college completion appropriate to its mission. For MCCS, a student is first-generation if neither parent has earned an associate degree. For UMS and MMA, a student is first-generation if neither parent has earned a bachelor's degree. For consistency, data on MCCS students with neither parent having earned a bachelor's degree is provided.

College costs and persistent workforce shortages have prompted educators, policymakers, and employers to shift the conversation on the transition from school from a narrow "college for all" emphasis to a broader "postsecondary education" and "career pathways" perspective. This paper describes an innovative effort to address these challenges in New Hampshire, focusing on a set of programs that follow a "hyperlocal" approach to career pathway development. Seeking to expose participants to careers in high-demand areas, the programs simultaneously address specific, local industry, community, and individual needs. Their purpose is to increase the likelihood of social mobility by using career exposure and hands-on involvement to spur interest and motivation toward additional education and training in promising fields. The research reported focused on programs that target youth approaching the secondary-postsecondary transition. The paper begins by briefly describing New Hampshire's unique demographic characteristics as they relate to the state's approach to education and workforce development. The characteristics help to understand the challenges involved in helping individuals make the transition from secondary education to postsecondary roles. The study's main findings focus on key elements of career pathway programs that align with the New Hampshire Charitable Foundation's (NHCF) hyperlocal model. Excerpts from participant interviews across six programs help to show what works in different career pathway sites, in terms of realizing effective collaboration among partners and providing learners with a positive experience. The paper concludes with a discussion about areas of ongoing need both within and outside of individual pathway programs.

Charter schools are public schools governed by an independent board of directors that come into existence through a contract with an authorized public chartering agency. This report, known as the Illinois Charter School Biennial Report, provides legislators, policymakers, educators, and the general public with information regarding the state of Illinois' charter schools. In compliance with Section 27A-12 of the Charter Schools Law [105 ILCS 5/27A-12], it contains information that: (1) compares the academic performance of charter school students to the performance of their peers in traditional public schools; (2) analyzes whether or not exemption from certain regulations allows charter schools to better meet their stated goals and objectives; and (3) recommends any changes to the Charter Schools Law. This report also includes authorizer-specific information for each school district authorizer in the state, including: (1) the authorizer's strategic vision for chartering and progress toward achieving that vision; (2) the status of each authorizer's charter school portfolio; and (3) the authorizing functions provided by the authorizer to the charter schools under its purview, including its operating costs and expenses.
